BEF 2006THE FOURTH BAIKAL ECONOMIC FORUM is to be held in Irkutsk on September 19-22, 2006.
The Forum organizers are: Council of Federation of Federal Assembly of the Russian Federation, Irkutsk Oblast Administration, the Economic Development and Trade Ministry of the Russian Federation, the Foreign Affairs Ministry of the Russian Federation, the Commerce and Trade Chamber of the Russian Federation, the Russian Industrialists and Businessmen Union.
The Forum is held on a regular basis at support of the Russian Federation President, his representative in the Siberian Federal District, the State Duma of the Russian Federation Federal Assembly, Interregional Associations Siberian Agreement and economic interaction of the subjects of the Far East and Transbaikalia Federation.
The Baikal Economic Forum is the important component of business, political and scientific life of Russia that demonstrates the increasing authority at national and international levels.
The representatives of Russian and foreign business, bodies of authority, public organizations, societies, associations, experts, scientists and public figures participate traditionally in the Forum activities.
The motto of the Fourth Forum "Europe - Russia - Asia - the Pacific Ocean Region : ways of integration and cooperation " meets the global requirements of modern society, necessity of interregional and global economic integration, achievement of national economy and the global economic facilities steady development in interests of improvement of life of the people.
The Baikal Economic Forum will become a place to create the progressive recommendations for development of economy and social sphere of Russia, Siberia and Far East in interrelation with the states of Europe and Asia. As the result of representative discussion of problems of steady development, the ecology, rational use of natural resources, development of power, transport, information infrastructure, human potential, expert estimations of the large-scale projects and programmes, the definite offers for practical actions are expected to be worked out.
The Forum Programme provides Plenary session, "round tables ", presentation, fairs and festivals.
The Forum working languages are: Russian, English and Chinese.
THE REGISTRATION FEE is: 15,000 roubles for a Forum Russian participant, $ 500 for a Forum foreign participant, including VAT. The fee includes: participations in every Forum event for one representative of a legal organization or physical person.
The registration fee includes: the transport service of the participant from the moment of his/her arrival in Irkutsk till his/her departure from Irkutsk within the framework of the Forum programme, hotel booking service, participation in official receptions, lunches and coffee - breaks, information printed materials, the Internet connection, long-distance and international telephone communication at places of the Forum activity.
The Forum participants pay for the hotel accommodation by themselves.
The present circular, according to paragraphs 435-437 of the Civil Code of the Russian Federation, is the public offer and basis for payment of a registration fee. The contract is considered to be made in case of submission of the official application form for participation in the Forum and registration fee payment.
